HBCA MISSION STATEMENT
The mission of the Hillside Beach Community Association is to build community by providing a forum for sharing information, connecting neighbors, promoting activities, and fostering stewardship for the environment.
HBCA GOALS
- We are a volunteer association supporting our community with membership being open to all property owners in the Hillside Beach area. Membership is available for individuals outside the Hillside Beach area as non-voting members without access to community patrol.
- We are responsive to our community’s needs through the relationships we build with our membership, local businesses, neighboring community organizations and the Rural Municipality of Alexander.
- We operate as a conduit of information for our members, by providing information sessions, newsletters, website, and alerts.
- We respond to members concerns and inquiries by providing direction and connecting them to resources.
- We facilitate, plan and fund events for our community to engage with each other promoting community building.
Volunteer Board of Directors are responsible to participate in the best interests of the group that they represent. Hillside Beach Community Association represents the membership, considers the greater community and the health of the natural environment. The Hillside Beach Community Association Board of Directors work jointly and equally as the executive committee. Directors in roles that are administrative in nature, that is, President, Vice President, Treasurer and Secretary will provide all Directors with an administrative summary at meetings and will present all decisions that may have been arisen for voting that are necessary for policy, procedures and expenditures.

In addition to attending Board Meetings and participation in committees, it is expected that Directors will commit to accepting a role for at least one of the projects or events that are planned by the HBCA during the year.
History of the HBRA/HBCA

1984- 1989 HBRA leased the land from the RM of Alexander with an option to renew the lease for another 15 years. This option was never exercised. During the term of the 5-year lease, the HBRA was responsible for payments of taxes and utilities, repair and maintenance of any existing structures and insurance.
1989 the land and all responsibilities for park maintenance and insurance returned to the RM of Alexander.
In 2008, there was further discussion between the HBRA and the RM regarding a possibility for the HBRA to again lease the land known as Charlie Wall Park. At that time, Council determined that they would not sign a lease agreement with HBRA as this would give the Association exclusive rights to the park and Council wanted to ensure the developing park could be utilized by any RM of Alexander ratepayer. The status of the HBRA as an outside user group was established at this time, and to this day Charlie Wall Park is enjoyed by cottagers from the entire East Beaches area and the general public traveling to the area on day trips.
In 2010, following the establishment of elected representatives (i.e., Ward Councilors) to represent the political interests of local tax payers, the HBRA evolved into what is now officially called the Hillside Beach Community Association with a renewed mandate described above in the HBCA Mission Statement and Goals.

CHARLIE WALL PARK
Charlie Wall Park was an initiative by Charlie Wall, a local resident who undertook clearing the land and creating a space with other volunteers from the community. The Hillside Beach Ratepayers Association (HBRA) initiated work to clear and develop the land into a green space for use of the Hillside Beach residents and the adjacent East Beaches communities. For many years, the HBRA mowed the grass and performed other minor yard keeping tasks to keep the space usable and looking good. The HBRA through donations, fund raising and grants continued to work towards enhancing and developing Charlie Wall Park for the community. Each project must receive prior approval from the RM of Alexander.
History of HBCA Charlie Wall Park and Community Improvements:
With RM of Alexander approval, the following improvements were supported by the HBCA:
2010: Play structure, swings, sand pit, baseball diamond, soccer nets, basketball hoop and backboard and 2 wooden picnic tables. HBCA gifted by letter all the above. The then CAO of the RM, Mr. Fenske confirmed the shed was already a part of the RM property.
2012-2013: Weather shelter, shelter enhancements including electrical, cupola and benches. When the HBCA attempted to gift the RM of Alexander the Weather Shelter, due to a misunderstanding a Release of Indemnity Agreement was presented to the Association.
From 2013 until 2017, HBCA worked to resolve the relationship with the RM of Alexander prior to continuing development plans. In 2017 following the engagement of legal counsel the relationship has returned to the original status as defined in 2010.
