Who's Responsibility Is It Anyway?
Is it the RM of Alexander, the Province or the HBCA?
The HBCA would like to share with the greater community of Hillside Beach the “general operational” systems related to our community.
History:
When Hillside Beach was first developed, the area did not have status as a Rural Municipality - rather it was a Local Governance District or LGD. During that time, the property owners in the community came together to form the Hillside Beach Ratepayers Association (HBRA), which was a formal advocacy organization to represent the interests and concerns of local property owners to the Provincial Government. In 1998, the Manitoba Government established the Rural Municipality of Alexander which became responsible to govern and manage the area. The RM Alexander is one of the largest rural municipalities in the province, and is divided into 4 Wards. Property owners in each Ward are responsible to vote in municipal elections to elect a Councillor to represent their interests.
When the RM was established the HBRA was replaced with the Hillside Beach Community Association.
RM of Alexander:
All decisions about infrastructure (road repairs, snow removal, parking lots etc.) and community enhancements (picnic shelter at the boat launch, application by groups for improvements, etc.) are under the jurisdiction of the RM of Alexander. The RM is also responsible for setting and enforcing By-Laws to ensure the safety of all residents and visitors. These By-Laws govern activities like bonfires, fireworks, ATV / ORV use in our community, animal control, building codes, speed limits and much more. All seasonal and permanent property owners of Hillside Beach have the opportunity to participate and vote in the municipal election for the Councillor for Ward 1 and the Reeve of the RM of Alexander. Your voice is an important input for decision making at the level of Council. To provide your input directly to the RM, contact Councillor Cheryhl Corrie and Reeve Jack Brisco.
Hillside Beach Community Association:
The Hillside Beach Community Association works to improve the experience of the seasonal and permanent residents in the Hillside Beach area by providing direction, leadership for community outreach and specific initiatives while promoting stewardship of the environment and the health of Lake Winnipeg. The Hillside Beach Community Association is a volunteer group dedicated to providing accurate information, opportunities for community engagement and places for social connection and family recreation. When our community members have questions or concerns, we do our best to provide accurate information or contact information for further resources and discussion with appropriate decision makers.
The HBCA is a non partisan volunteer group with no governance responsibilities for the Hillside Beach community. We recognize that our community members have unique opinions regarding issues like: fireworks, ATV’s on roads, recycling, phosphate use, road repairs etc... We strive to respond to each concern raised to us with accurate information and referral to the appropriate resource / contact person. As a volunteer group that represents a volunteer membership, we share information with our membership as it arises and provide resources for those that may choose to follow up.
Our Facebook page frequently has posts from individuals that are not members of HBCA. We are inclusive to our immediate community and the East Beaches community at large. This will not change. We invite those who are not HBCA members to join our Association and receive timely and accurate information on issues of concern to local property owners as well as to receive instant alerts when the need arises.
